USPA Considering Ports’ Separate Quays Concession

The state enterprise (SE) Ukrainian Sea Ports Authority (USPA) plans to focus on dredging and servicing while the quays and the rest of infrastructure should be transferred to concession by tenders, as Chairman of SE USPA Supervisory Board Andriy Haidutsky announced.

“As you may know, every berth investment is assessed on average as 500M to 1.5Bn UAH ($18M to 55M) which depends on the berth’s type, length, depth and so on. Of course there are no such large funds at the authority’s disposal, since our income is normally about 7Bn UAH and some 2Bn UAH of them are the net profit, yet the state as the only shareholder is eager to withdraw 50-70% of it as the dividends. Therefore, our capital investments are very much restricted while the demand for the infrastructure renovation like building new quays is on. USPA changes – we are going to pay more attention to dredging, servicing, while the berths and other infrastructure should move to the concession through tenders”, said Mr Haidutsky during Ukrainian Port Forum (UPF2021).

Chairman of USPA Supervisory Board has also reminded that there are the concession pilot projects being already realised in the sea ports of Olvia and Kherson, and concession tenders regarding the ports Chornomorsk, Odessa, and Berdiansk.

In the future we are going to move to the concession of separate berths, and this is the world practice too. And this way the state would further on get dividends while the port infrastructure would be able to get investments directly into the industry’s development”, Mr Haidutsky summed up.
